Connecticut Home Improvement Programs and Rebates (2026)
What Energize CT, the CT Green Bank and the state pay toward new windows, insulation, roofs with solar, solar panels and home batteries.
Call (860) 969-4006Connecticut homeowners get real help paying for windows, insulation, solar and home batteries in 2026. Most of it comes from Energize CT rebates and CT Green Bank Smart-E loans. No statewide program pays for a free roof replacement for most homeowners, but a Smart-E loan or a roof and solar package spreads the cost over time. Updated October 2026.

Window Replacement Rebates in CT
Energize CT pays $100 per window when you replace single pane, single pane with storms or double pane windows with ENERGY STAR certified triple pane windows. The windows need a U-factor of 0.20 or less, or 0.21 or less with grids. A professional must install them in the main living space of an existing home. Self-installed windows and new construction do not qualify.
- Apply within the 2026 program year, January 1 to December 31, 2026.
- Send the rebate form, your dated and itemized contractor invoice and the NFRC label from each window.
- Submit online or by mail through Energize CT.
Ask us for the itemized invoice and NFRC label details when we install your windows, and your rebate paperwork is ready. See our replacement windows and compare styles in the window style guide.
Is There a Free Roof Replacement Program in Connecticut?
No. Connecticut has no statewide program that pays for a new roof for most homeowners. Ads that promise a free roof usually bundle the roof cost into a solar loan or lease. Here is how homeowners pay for a roof in 2026:
- Roof and solar together. We replace the roof and install solar in one project, and one loan or lease covers both. Your solar savings help offset the payment. See Roof + Solar.
- CT Green Bank Smart-E loan. Up to 25% of a Smart-E loan covers non-energy work, such as roof repairs before going solar.
- Hearth financing. Monthly payment options for a roof on its own. See financing.
- Homeowners insurance. Storm and hail damage claims often pay for a roof. Use our storm damage checklist before you call your insurer.
Plan your budget with the roof cost calculator or read the 2026 CT roof price guide.
Solar and Battery Programs
Connecticut pays solar owners through the Residential Renewable Energy Solutions (RRES) program for 20 years. Batteries earn upfront and yearly payments through Energy Storage Solutions. Solar equipment is exempt from sales tax, and solar does not raise your property tax assessment.

Insulation and Home Energy Solutions
A Home Energy Solutions visit is the front door to most Energize CT savings. A technician tests your home, seals leaks and recommends upgrades. Approved insulation earns an incentive of up to $1.70 per square foot through installers in the CT Insulation Installers Network. Households under 60% of the state median income qualify for no-cost insulation through the income-eligible version of the program. Book a visit at energizect.com.
We recommend an HES visit before new windows or solar. It shows where your home loses the most energy, so your upgrades pay back faster.

Frequently Asked Questions
Is there a free roof replacement program in Connecticut?
No statewide program pays for a new roof for most Connecticut homeowners. Homeowners pay for a roof with savings, Hearth financing, a CT Green Bank Smart-E loan when the roof work supports solar, or a roof and solar package where one loan or lease covers both.
How much is the Connecticut window rebate in 2026?
Energize CT pays $100 per ENERGY STAR triple pane window with a U-factor of 0.20 or less, or 0.21 or less with grids, for Eversource and UI residential customers. The 2026 offer runs January 1 to December 31, 2026, and the windows must be professionally installed.
What does a CT Green Bank Smart-E loan cover?
Smart-E loans go up to $50,000 with no money down and terms of 5 to 15 years. They cover more than 90 energy upgrades, including solar, windows, insulation and heat pumps. Up to 25% of the loan goes toward non-energy work, such as roof repairs before going solar.
Is the federal solar tax credit still available in 2026?
No. The federal 25D residential clean energy credit ended for homeowner-owned systems installed after December 31, 2025. Connecticut still pays solar owners through the RRES program and pays battery owners through Energy Storage Solutions.
Do I need a Home Energy Solutions visit first?
Not for the triple pane window rebate. Energize CT does require a Home Energy Solutions assessment before most insulation incentives, and we recommend one before any major energy upgrade.
